Met de opkomst van potentieel ontwrichtende technologieën zoals kunstmatige intelligentie en virtuele realiteit, is er een bijzondere uitdaging ontstaan voor LEA's en andere civiele veiligheidsbeoefenaars. Met als taak het bevorderen van veilige samenlevingen en het beschermen van Europese burgers tegen nieuwe vormen van criminaliteit, moeten ze anticiperen op technologische ontwikkelingen, potentiële bedreigingen omzetten in kansen en anticiperen op de operationele toekomst van politiewerk.

Technologische prognoses zijn één mogelijk anticipatieproces. Benaderingen die uitsluitend op technologische prognoses zijn gebaseerd, zijn echter niet nuttig voor de besluitvorming als ze niet zijn ingebed in een kwalitatieve beoordeling van bedreigingen en capaciteiten. Vandaar de noodzaak om over te stappen op een alomvattend prognosekader, de grondgedachte achter AHEAD.

AHEAD, dat staat voor TowArd TecHnological ForEsight for IncreAseD Security, is een project onder leiding van LEA waarbij een 360-gradenaanpak wordt gehanteerd die rekening houdt met megatrends maar ook met contextuele elementen (d.w.z. juridisch, ethisch, maatschappelijk en economisch) om een duurzaam, op capaciteiten gebaseerd kader voor prognoses op het gebied van civiele veiligheid te ontwerpen en operationeel te maken. Dit kader, dat wordt getest aan de hand van iteratieve prognoseoefeningen voor de vijf bestemmingen van Horizon Europe Cluster 3 (Bestrijding van misdaad en terrorisme, Grensbeheer, Veerkrachtige infrastructuur, Meer cyberveiligheid en Rampenbestendige samenleving), zal worden afgestemd op de behoeften van civiele-veiligheidsdeskundigen om "empirisch onderbouwde" routekaarten voor capaciteiten te genereren.

Dergelijke routekaarten zullen de resultaten van het prognoseproces omzetten in concrete acties ter ondersteuning van besluitvormers en beleidsmakers op EU- en nationaal niveau bij het nemen van besluiten over strategieën en beleidsmaatregelen op het gebied van civiele veiligheid, waaronder de programmering van investeringen in veiligheidsonderzoek en innovatie. Door het bevorderen van een toekomstgerichte cultuur in de civiele veiligheid zal AHEAD bijdragen aan de strategie die is voorgesteld in de Foresight Agenda van de Europese Commissie om strategische prognoses op een meer systematische manier in de beleidsvorming te integreren.

Engelstalig abstract With the rise of potentially disruptive technologies such as artificial intelligence and virtual reality, a particular challenge has emerged for LEAs and other civil security practitioners. Tasked with fostering safe societies and protecting European citizens from new forms of criminality, they need to pre-empt technological evolutions, turning potential threats into opportunities, and anticipate the operational future of policing.

Technology foresight is one possible anticipatory process. However, pure technology watch-based approaches are not helpful for decision-making if not embedded in a qualitative assessment of threats and capabilities. Hence the need to move towards a comprehensive foresight framework which is the rationale behind AHEAD.

Standing for TowArd TecHnological ForEsight for IncreAseD Security, AHEAD is a LEA-led project which will adopt a 360-degree approach accounting for megatrends but also contextual elements (i.e. legal, ethical, societal and economic) to design and operationalise a sustainable capability-based civil security foresight framework. Tested through iterative Foresight Exercises addressing the five Destinations of the Horizon Europe Cluster 3 (Fighting crime and terrorism, Border management, Resilient infrastructure, Increased cybersecurity and Disaster-resilient society), this framework will be tailored to the needs of civil security practitioners to generate “evidence-based” capability roadmaps.

Such roadmaps will translate the foresight process’ outcomes into concrete courses of actions to support decision- and policy-makers at EU and national levels when deciding on strategies and policy actions in the field of civil security, including the programming of security research and innovation investments. By enhancing a forward-looking culture in civil security, AHEAD will contribute to the strategy put forward in the European Commission's Foresight Agenda to embed in a more systematic way strategic foresight into policy-making.
